The leader of the Hawiye clan council of elders Mohamed Hassan Haad had denounced decision by Somali leaders to not reserve seats in Upper House chamber for Mogadishu.
Mr Haad said the council of Hawiye clan elders have decided to establish a federal state for the capital, and seek its deflected lawful rights.
Somali leaders who have attended the National Leadership Forum held in Mogadishu have increased the number of upper house senatorial seats from 54 to 72 seats.
Allocation of seats in Upper House chamber are as following;
Somaliland: 14
Puntland: 14
Southwest: 11
Jubbaland: 11
Galmudug: 11
Hirshabelle: 11
